feat(ui): BK-34 make the refresh veil smooth and delayed

The veil stays (82433e02) but appears only after 200 ms, stays at least 400 ms once shown and fades in and out, so fast responses no longer flash. Clicks are blocked immediately only when the screen shows data of a previous team or month; otherwise a click right after an inline save is not swallowed.
