feat(manual): MON-83 add a phone mode to the manual value input

iOS Safari zooms into any input with text under 16px on focus and keeps the zoom after blur, and the 32px table cell is too small for a finger. The phone mode uses the 44px uikit size with 16px text.

The title tooltip is invisible on touch screens, so the phone mode also shows "Введите число" under the field. It stays hidden while "-" or "." is still being typed, so it does not flash on the first keystroke of a negative or decimal number.

The phone list can take over Enter to move to the next field. The desktop table keeps Enter as blur and gets none of the new attributes.
