feat(graph): MON-86 order checked variables and their groups first

Checked variables go to the top of their group, and groups with a checked variable go to the top of the list. The catalogue itself stays alphabetical: those are the places an unchecked variable returns to. Floating is a stable partition by the set of checked values, so the order never depends on click history and unchecking restores the exact slot.
